Әлеуметтік кодексте әр отбасында цифрлық картасының болатыны, жұмыспен қамту саласына жаңа тәсілдерді енгізу, арнаулы әлеуметтік қызметтер жүйесін жетілдіру барын айтты. Жиын барысында әлеуметтік кодекс – бұл елдегі әлеуметтік саясатты жақсарту жолындағы тағы бір қадам екені, онда ана мен баланы ұлттық демографиялық саясаттың факторы ретінде қолдау тетіктері, еңбек нарығын дамытуды ұйымдастыру және жұмысқа орналасуға көмек көрсету, аз қамтылған отбасылардың материалдық әл-ауқатын арттыруға көмектесу, арнаулы әлеуметтік қызметтер жүйесін жетілдіру, мүгедектігі бар адамдарды әлеуметтік қорғау және т.б. бойынша жаңа шаралар көзделгені сөз болды.
Цифрлық карта халықтың мемлекеттік қолдау жүйесіне тең қол жеткізуін қамтамасыз етеді, яғни мемлекет кімге, қашан, қандай көмек қажеттігін анықтап қана қоймай, әлеуметтік тәуекелдердің алдын алады. Екіншіден – отбасы мүшелерінің әлеуметтік мәртебесіне және әл-ауқат дәрежесіне қарап, мемлекеттік қолдаудың қандай түрін алуға құқылы екендігін жеткізіп отыратын электронды жаршы қызметін атқарады. Мұндай ақпарат әр отбасына мемлекеттік орган тарапынан SMS-хабарлама түрінде жіберілуде. Үшіншіден, мемлекеттік қолдау проактивті форматта жүргізіледі.
